Method
Cook the rice
Rinse and drain rice. Add to a small saucepan with three-quarters of the measured water. Bring to a boil, cover and cook on low for 15–18 minutes until absorbed. Rest covered off the heat for 10 minutes.
Brown the chicken
Peel and lightly crush the garlic. Pat chicken dry, leaving the thighs whole. Heat oil in a wide lidded pan over medium-high heat. Brown chicken for 3 minutes on each side. Keep raw-chicken utensils separate and wash hands and the preparation board.
Build the braise
Reduce the heat to medium. Add garlic around the chicken for 1 minute. Pour in vinegar, soy sauce and the remaining measured water. Add bay leaves, brown sugar and pepper. Bring to a steady simmer, then cover and cook gently for 12 minutes, turning chicken once.
Glaze and serve
Uncover and simmer for another 5–8 minutes, turning chicken through the sauce, until it lightly coats a spoon. Check every thigh reaches 74°C (165°F) at its thickest point; cook longer if needed. Remove bay leaves before eating and serve chicken, garlic and sauce with the rice.
Keep the simmer gentle. If the sauce reduces before the chicken is done, cover the pan and lower the heat.
